Born 1928 Admitted to the Luxembourg Bar 1955; Elected to Parliament in 1957 and reelected until 1979 inclusive. Entered Town Council in 1959; Alderman 1961- 1963; Deputy Chairman of Liberal Group, Chairman of the Committee on Developing Countries, Chairman of the EEC-AASM Joint Committee, Vice-Chairman of the Legal Commission, 1959; General secretary of the Luxembourg Democratic Party 1959 - 1961; President of the Luxembourg Democratic Party 1961 - 1980; President of the International Liberal Party 1970 - 1982; President of the Federation of the European Liberals and Democrats 1976 - 1980; President of the 30th session of the General Assembly of the United Nations, 1975 - 1976; Minister of Foreign Affairs in a christian-social/democratic coalition government, and Minister for Civil Services and Minister for Physical Education and Sports, 1968 - 1974;
